Ph.D. Candidate in Physics, graduated from YSU Faculty of Physics in 1993. He received a Master’s Degree in Law from the Public Administration Academy of RA in 2007. Worked at the State Committee of Science as a Head of Division since 2008, and as the Head of Department at the RA Ministry of Diaspora since 2010. 2014-2018 he is the Deputy Head of the Supreme Certifying Commission of the Ministry of Education and Science of RA, (Supreme Certifying Committee since April 2018). Since 2006 he teaches at the International Scientific Educational Centre of NAS RA. He graduated from John Smith international Political Science Course in 2013 (UK). He is an expert in Higher Education and Science management sector. Mkhitaryan was awarded the RA President’s Letter of Gratitude.
