PhD in philosophy, professor. Independent expert in energetic and regional policies and higher education issues. One of the founders and first pro-rector of European Humanities University (1992-2008). Co-founder of the Agency for Social and Political Expertise (Vilnius). He is member of the Public Bologna Committee, reviewer and author of the Belarusian Yearbook.
